Abstract

The current research seeks to provide institutional solutions to deal with informal settlements in Tehran. In the beginning, the issue of informal settlements and their increasing growth in the world, Iran, and especially in the metropolis of Tehran, was discussed, and the issue was based on how to deal with and organize such settlements. According to the recent approach of urban regeneration, the perspective of institutionalism has been considered for the organization of informal settlements in Tehran along with the approach of urban regeneration in this research. Institutionalism also means creating the rules of the game between formal and informal sectors to achieve the goal. Meanwhile, the reason for considering this approach is to create rules for the constructive engagement of various government, private, public sectors and citizens in order to take advantage of the institutional capacity of each, especially citizens. Also, these rules provide the basis for providing optimal institutional arrangements among decision makers for effective communication between different actors. According to the title, the criteria of justice is considered necessary in the fair role of different institutions in this research. According to detailed theoretical studies on regeneration, institutionalism, informal settlement and justice, a theoretical framework has been formulated.
Due to the complexity and multifacetedness of the subject and due to necessity, the qualitative method of discourse analysis has been used. The purpose of choosing this method was to examine various development documents from the macro level to the micro level, articles, publications and interviews to achieve the dominant discourse of each government in dealing with informal settlements, before and after the Islamic Revolution. In this method, relevant codings were done with MAXQDA software and the results were extracted in the form of the course of changes in the discourse of encountering informal settlements in the country with an emphasis on the city of Tehran. The purpose of this analysis is to find the shortcomings and provide suggestions.
In order to operationally achieve the conceptual framework of the research, to solve some of the deficiencies investigated in the sources and documents of the governments, and to institutionalize the institutional approach to confronting informal settlements, virtual institution building has been proposed, which is designed by the social network, a platform for using that has provided institutional capacity and it has provided the basis for the realization of the criteria of the institutional approach for a favorable encounter with informal settlements by providing favorable institutional arrangements among decision-makers.
